Is it possible to read network state on computer through usb?????

i have project wish try. call project n.s.a.  n.o. that's network state access, normally open.

the idea have customized usb hub solid state relay in data lines it. relay controlled arduino uno configured determine if host computer has network connectivity or not. if there no connectivity switch closed , hub goes live. if there connectivity, switch opened , hub goes dead. hard drive attached hub other device(webcam instance) available system when there no web connectivity then. famous 3 letter agency can't hack device can't see. can still access files merely shutting off wifi.

is there way read network state via usb port uno? via serial command possibly...i'll write script/driver if needed feed info it.

if there nothing on pc sending data serial port, arduino can't read data. arduino can not run code on pc.

i have laptop dead motherboard . can remove components laptop , in anyway possible connect raspberry pi inbuilt display , keyboard on laptop ? (and touchpad if possible).
