Trouble with getting an IR LED working

what trying setup tripwire type device. have ir receiver(one of 3 pin kind), don't know came receiver old tuner card, , through library found on line able working. see have leonardo, set regular led pin 13 , set go high output when detected 38khz. bout couple of irled's radio shack, don't seem working. can point remote @ , led goes crazy while there signal, cant these led's, or without 220 ohm resistors. have tried lots of tutorials , can receiver receive cannot led transmit light, , used camera make sure, , don't think of these led's can bad...right?

anyway can me setup running. feel free ask questions. going point found on internet, easy figure out tried within 3 pages of google search. anyway. please appreciated.

i thinking further, , got me looking @ packing irled came in. says forward voltage 1.2v @100ma mean put current through turn on? need me detector detect it, nice if respond specific signal, ill take getting light @ point. how digital out on leonardo output that? if right way go this...just thinking out-loud here

i have laptop dead motherboard . can remove components laptop , in anyway possible connect raspberry pi inbuilt display , keyboard on laptop ? (and touchpad if possible).
