12 v flow sensor and arduino

so trying use 12 v flow sensor arduino think trayed
i'm asking few questions before fraying next 1 
so have 12 - 36 volt flowsensor giving 560 pules pr. liter hooked 12 volt power + / - , puls pin pin 2 in example http://forum.arduino.cc/index.php/topic,8548.0.html thing went wrong , goth no signal hooked the - 12 grund , arduino made strange nocies , can't working forth arduino cut handle input between 6 - 20 volt ...
so ordered new arduino uno r3.
is way handle flow sensor use voltage devider down 5 , use same sketch liked above ??
if why go r1 7 ohms , r2 5 ohms??

i use opto isolator in situation.
