i'm looking set site host reviews of service providers - giving users chance rate them in same way amazon allows rating of merchandise - including reviews , ability rate how useful various reviews were.  i'm investigating using portal software - joomla work or outside of scope?

technically, nothing outside of joomla's scope. of available 3rd party extensions, , ability create custom extensions, can want joomla.

now, answer question more specifically, try use component mosets tree type of website.
