Hyperlink to page outside site wont open

i have site link want link page outside site when place hyperlink , upload server , mouse on link shows me http://www.mysite.com/www.outsidepage.com.
because www.outsidepage.com not in server display page not found.

i have tried know, need on this.

the link external file should include protocol, e.g., -

<a href=" http://www.example.com''...>

not -

<a href="www.example.com''...>

i have laptop dead motherboard . can remove components laptop , in anyway possible connect raspberry pi inbuilt display , keyboard on laptop ? (and touchpad if possible).
