what if I remove ATmega328 from Arduino UNO R3?

if remove arduino's atmega328 ic , build same circuitry on breadboard using 16mhz crystal , other components (that can use make arduino uno on breadboard), work same before?

i have laptop dead motherboard . can remove components laptop , in anyway possible connect raspberry pi inbuilt display , keyboard on laptop ? (and touchpad if possible).
