blur the edge

how blur or feather edge of .jpeg or .bmp files?
i followed instruction found on forum. here's have done far.
i draw rectangle vector smaller jpeg on it. after filling feathered rectangle. selected both jpeg , rectangle clicked on 'group mask' under modify both objects deleted.
i'm using fireworks 4. doing wrong?

draw vector shape on canvas, smaller in size image.
feather vector, make sure filled white , has no stroke.
select both objects , go modify > mask > group mask. can
tweak mask after has been applied selecting in layers
panel , making changes in property inspector.

i have laptop dead motherboard . can remove components laptop , in anyway possible connect raspberry pi inbuilt display , keyboard on laptop ? (and touchpad if possible).
