selecting irregular shapes

i'm trying create clickable map.
i imported gif , converted symbol. how select various u.s. states? select , lasso tools not seem working. going wrong?

you need create buttons. place them on top of map , draw these shapes
by hand. hit state of button place define hot spot.
it can of shape.
you try convert gif shape. there option vectorize
image. easier drawing hand.
