need serious programming help


i'm using trex control board has arduino  nano w/ atmega 328 servo city servo linear actuator 560 lbs. of thrust. has built in potentiometer position feedback.  i plan on whole setup being hard wired rc control isn't needed. want mention potentiometer plan on using manually control speed, direction, , position rotary type potentiometer.
basically need actuator move in relation rotary pot. if turn pot 10 degrees left need actuator extend 1". needs move turn pot, i'm turning pot toward 10 deg. actuator should moving toward 1" if stop pot @ 2 deg. actuator stops in relation. should able act thru entire range of 40 deg. react how fast turn pot....the faster turn pot faster actuator extends or retracts. that's not important part. if actuator has move @ full speed time acceptable. if turn pot right actuator retracts in same fashion. question.... if have 180 deg. pot possible have system run within range between 0 , 40 degrees?  the numbers i've given aren't exact, close.  , of course i'm using arduino environment programming.

is there out can tell me how program control board achieve this?????????????????
